Dord Kitchener states that unless divided authority, divided counsels, and divided responsibility are abolished, the military administration will fail to ensure victory in a land war with Russia. The effect of such a disaster would in no sense be local, but would be co-extensive throughout the Empire.
Dord Ourzon refuses to accept Dord Kitchener’s gloomy picture. Dord Kitohoner’s wido changes were open to grave constitutional objections. They would snhvert the military control of the Indian Government, and make the commander-in-chief an autocrat.
The British Government’s compromise leans towards Dord Kitchener’s views.
