Dord Ourzon refuses to accept Dord Kitchener’s gloomy picture. Dord Kitohoner’s wido changes were open to grave constitutional objections. They would snhvert the military control of the Indian Government, and make the commander-in-chief an autocrat.

The British Government’s compromise leans towards Dord Kitchener’s views.
