Tho circular makes it cicar that a state : v rJ of siege is not meant to be general. M. Bogolubotl, Chief of Commissariat at Warsaw, requires immediate replies. Rich citizens are depositing valuables in the banks and obtaining passports to facilitate their flight, owing to tumors that hooligans intend to loot the city. Received 10.55 p.m., June 19.
