The Czar’s advisers refuse to recognise the representative character of the Zemstvos* deputation, insisting that it is only an unauthorised deputation from an unauthorised and even forbidden Assembly.
The delegates declared that this was the Russian people's last appeal to the Czar, and that unless they obtain a satisfactory assurance that the nation will be allowed a voles in the government, especially in determining the question of peace or war, the contest will enter a new phase. The people will resort to passive resistance, strikes and non payment of taxes. The Czar’s final decision to the Zemstvos’ deputation is promised for Monday,
