The man or woman who can offer freehold seourity for a loan can borrow money from tho Government, whioh is the people, at 4J per cent., while the poor dovil who has only his household furniture to offor as security is still at the mercy of the professional usurer, and is compelled to pay twenty per cent, or more. —Observer.
