Cries of “ Down with the Czar 1” at B concert at Parlovsk Gardens brought two factions of the audience into collision, but the cry “ The troops are coming! ” causod a stampede. Received' 11.8 p.m., June 13. London, June 13. Reuter’s St. Petersburg correspondent reports that circumstances requiring a convocation of the people’s representatives at the earliest opportunity, as soon as the Government- echeme is discussed by the Council of Ministers and the Czar it .will be embodied in a maDffesto, or ukase, addressed to the Senate. The elections will be held in summer, and the new ohamber will meet in the autumn simultaneously with the Council of State. The Daily Express’ St. Petersburg correspondent says that the election will be complicated enough to enable the Government to pack the Assembly. The property qualification is olaborato and the peasant elections most indirect.
