LARGE PROMISES OF REFORMS. By Telegraph—Press Association— Copyright Received 11,18 p.m., June 13. Sydney, June 13. Mr Suttor opened Parliament by commission. The speech referred to Governor Rawßon’s absence, congratulated tho State on the greatly improved prospects of the State, the result of the rains, the prospective substantial surplus, the steady improvement of the credit of the States as shown by tho price of stooks ; indicated a Liquor Reform Bill to provide effective local option, amendment of the Arbitration Bill in the direction of overcoming the existing block and rendering it more effective in industrial disputes. Besides those already forecasted, Bills ate promised for the extension and improvement of the national system of education, to better deal with gambling, extension of railways, water conservation, and to promote settle-, moot.
