London, June 11, Russia and Japan have agreed to appoint plenipotentiaries. They will probably meet at Washington. It is understood at St. Petersburg that Japan asks for— A protectorate over Korea Total Russian evacuation of Manchuria Japanese retention of Port Arthur and Liaotung Peninsula Cession to Japan of the railway to Harbin, with probable reimbursement of Russian capital Cession of Saghalien to Japan. The question of an indemnity will be considered last. Much depends on the durability of peace. If only patched up, Japan’s terms will be heavier.
