It gives offeet to Lord Elgin’s recommendations, and iooludes clauses enabling tbo erstablished Church of Scotland to substitute for tbo existing formula of subscription by ministers and elders, such formula as tho Assembly may proscribe, with the consent of tho majority of the Presbyterios, subject to the provisions of tho Barrier Act*. Many I fear that tbo inclusion of these clauses will occaiion concerted opposition by Welsh and English oon-coofo r mis!e, retarding and possibly wrecking the measure.
