WATER SUPPLY.
MR HAY TO VISIT GISBORNE,
y At the Borough Council meeting last . evening Mr Hay’s report upon the Te Arai - scheme was considered. I The Mayor proposed that—the Cauncil boing of opinion that the steel rivetted pipes have been sufficiently tested to make their adoption safe—Mr Hay be reguested if he approved of using them, to visit Gisborne at earliest possible date for the purpose of making detailed arrangements as to his remuneration and of the carrying out of the waterworks scheme as reported I on by him. In speaking to the motion the Mayor drew attention to the common wrought iron pipes laid down by the Gas Company aad Freezing Works over 20 years ago, [ still in good preservation and in use* The estimate of the cast iron mains was £89,838, and the steal spiral pipes £66,9X8, a saving by using the latter of £22,920. II the steel pipes last 20 years there would be a saving, with compound interest at 5 per cent of £60,806, and if 30 years £99,017. Cr Wbinray stated that neither Mr Reynolds nor Mr Hay was able to give aDy information on the subject of spiral pipes. They did not want any doubtful and problematic scheme foisted upon them. Cr Lysnar said that by committing i ihemselves to rho steel pipes they were committing themselves to Mr Hay’s theme. The whole good of this scheme I vas lost by the reservoir being at the prong place so as to affect the pipes in itne of flood. Ho strongly condemned be use of the spiral steel pipes. They ad n > information before hem on jh , latter. They should flx their engineer rst, and then fix the scheme.
Cr Bright said they had been reporting on water since 1879, reports which cost th Council over £I6OO. (The Mayor : More.) Whoncver the question cf water was hrought beforo them it- wus met with 01&233* sjtion from certuin members. Ho the councillors would show they were in oarnost that night by carrying tho resolution with such a large majority that would convinco Cr Lystmr that thoy were determined fo have n water supply. Ho stroDgly advocated -ho adoption of the spiral steel pipe. Ho hoped tbey would appoint Mr Hay an GDgioeer. .Cr Harding was ontiroly in sympathy » with the motion that they would got ann. engineer, and that .tho engineer be Mr y* Hay. Ho had been fighting for water fo£tho last 10 years, and ho hoped they would take a further step that night. Cr Shoridan eaid the pipes should be adopted from an economical point of view. Even if tho pipes only lasted ten years they would only lose a fow thousand pounds. - Crs Miller and Colloy also spoke in * favor of thu motion.
The Mayor said ho was glad to see them make a move, and they would find themselves fully justified in using steel pipes. _ motion was carried, Crs Lysnar and coo voting against it. Cr WhiDray did not vote. Ha wanted more information in regard to the steel pipes. The Mayor : Well, 2t have you down as > seconder of tho motion, anyway.
