AND GENTLEMEN,— In consenting to be nominated as a candidate for the t vacant seat on tho Harbor Board, I do so because 1 fed wo are not getting value for our money which 13 being spent. * With tho rapid growth of our distriot, an outer and deep-water harbor must bo provided for in a very few years, and with that object in view, every pound that can be paved from boiug sunk in tho present primitive and temporary river improvement should bo saved for a more useful and lasting work. In the meantime, tho best possible use should ba made of the river and a more economical way of it open should be found. With that objeat, I favor a look on the Turanganui (as already recommended to the Harbor Board by a qualified engineer), in order that tho water could be lei go at low tide (wh«'n running out), so asd to assist in scouring tho channel. I also advocate the favorable consideration of adopting a sandpump in plaoo of the so-called gru.o dredge, • 4 John Townloy,” which, I fear, is grabbing mote rates than anything else, for I notice that the wages alone for this dredge amounted last year to £Ol5 19s 6d without coal and the cost of repairs (which aro not specially recorded), but which would, no doubt, make a big hole in another £2OOO. Last year’s revenue of the Harbor Board amounted to £12,604 12a 4d, of whioh the

Waiapu County directly contributed £914 3s Bd. Take the revenue tor the laßt six years, and it amounts to w ell over £OO 000 which is all spent, wish £30,000„of ihe original loan money, showing, therefore, that over £90,0u0 has been spent by the J3oi*rd in the last six yt are. I do net propose to make any canvass beyond this address, but would aek all County and Waiapu Uatepayers to make it their duty to go tothe Poll TO-DAY (Monday)* the sth of June, and record thoir votes in favor cf the candidate who they think is best able to assist in curbing the present wasteful administration.

The roads proposed to be crossed are: —(1) ; The main County road, from eastern side of the Karaka Bailway Station to the Bangatira Ford; thence to the Puhatikotiko crossing of the Waipaoa river and the road from the ford to-the Whatatutu road; (2) the road from the western side of the Earaka Bailway Station to the Waikohu bridge, thence across the bridge, by way of the Whatatutu road, to Tapuihikitea C Block. A plan of the route of the tramway may be inspected at the office of the Counoil, Bowe Street, Gisborne, daily, during office hours.
