TO THE ELEOTOBS OP THE COUNTIES OP COOK AND WAIAPU. TT ADIKS AND GENTLEMEN,—
In consenting to bo nominated as a candidate for tho scat on tho Harbor Board, I do ao beoauso I fool wo nro not golting valuo for our money which is boing spent. With the rapid growth of our distriot, an outer and deep-water harbor must be pro- [ vlded for in a very few years, and with that objeot In viow, overy pound that can bo saved from being sunk in tho present primitive and temporary river improvement should bo saved for a moro useful and lasting work.
la the moantime, tho boat possible uae should be m.ido of the river end a moro economical way of “keeping it open should be found. With that object, X favor a look ou the Turangauul (ns already reoommendod to
the Harbor Board by a qualified engineer), in order that the water could be let go nt low tido (when running out), so aej to assist in scouring the ohannel, I also advocate the favorable consideration of adopting a Bandpump in plaeo of the ao-oalied grau drodgo, •* John Townloy,” whioh, I foar, is grabbing mote ratta than anything else, for X notioo that the wages alono for this drodgo amounted last yoar to £Ol5 lils fid without coal and the oust of ropalrs (whioh aro not specially recordod), but whioh would, no doubt, make a big hole in another £2OOO.
Last year's revenue of the Harbor Board 'amounted to £12,064 12s 4d, of whioh the Waiapu County directly contributed £914 3a Bd. Take tho revonuo for the last six yoare, and it amounts to well over £6O 000 which ia ail spent, with £30,000 of the original loan money, showing, therefore, that over £90,01.0 has been spent by the Board in the
Inst six ytars. What is thoro to show for it, and how has it benefited us ? boaring in mind that out lighterago and wharfage charges ate greater now than before a pound was spent on the rivor works, whioh must have absorbed nearly as much money as would be required to provide us with a deep-water harbor. I do net propose to mako any canvass beyond this address, but would ask all County and Waiapu ilatepayera to make it their duty to go to the d'oli on MONDAY NisXT, the sth of June, and record their votes in favor of the candidate who they think is best able to assist in curbing the present wasteful administration.
X am, eta., W. DOUGLAS LYSNAR.
