have been received in regard jbo, tlio great naval battle can now be .compared satisfactorily* and the position
summed ,up with some degree of reliability. There can belittle doubt that the Japanese have had an o.ver,whelming victory, and' have smashed Russia’s chances of becoming a par val power, in the Pacific. The Japanese have now. taken a place in the r&nlc of nations that must enter into all future calculations.. The frienjtF ship .with England lias been a potent factor in enabling Japan tot emerge from the insignificant stage to that, of a Power of great importance. It is impossibles yet to indicate what may now be the effect of the alliance. Tnc Japanese, with the sup,port of Great Britain, have projveid an effective buffer to Russia’si grasping policy. The cost to Japan has teen terrible ; but the bantism of blood will he of enduring effect. In fubuire, as an American writer has pointed: out, Japan, may use great strength for good’ or ill,’ Russia is now in an uxjhappy plight, the continuation or the stoppage of the war will intensify, the disorders internally. The higher classes can still 101 l in luxury* b.ut the poor people .will'find the pinch very, severe.
