The Times’ St. Petersburg correspondent says that Admiral Biriloff eventually succeeds Admiral Roshdestvensky, The latter, although his nerves have been shattered, is believed to be physically able to engage the foe at once at Vladivostock. He is entitled to resume the post of chief of the naval staff. Admiral Biriloff has been allowed ample leisure to prepare for the journey, whioh is interpreted to mean that a further sojourn of tbe fleet in southern waters is anticipated.
