BOROUGH COUNCIL.
THE ESTIMATES
I A committee meeting of the Bourough Council, hold last evening, to consider tho estimates for tho year, tho following mombars being present:—His Worship tho Mayor (Mr Townloy), Ors Bees, Bright, Whinray, Webb, Colley and Sheridan The following rough draft of estimates for tho year was submitted :
Proposed expenditure dnring Ist Apri 1905, and 31st March, 1906.
Total £15,900 0 0 The various items were dealt with seriatim.* The total amount available for expenditure, independent of the abattoirs, was £9OOO. In regard to the item for fire prevention Cr Colley thought that the fire insurance companies should be asked to contribute. Other councillors did not think there was any prospect of the companies contributing. The amount was reduced by £IOO. The item for dairy inspector was struck out, and on the motion of Or Bright the present inspector was allotted the position. In regard to the items for sanitation it was decided to provide a second rubbish cart.
The Charitable Aid vote passed without amendment. In discussing the Balary paid to the Town Clerk Or Sheridan said that it seemed to him that the Town Clerk was not sufficiently paid, seeing the increased duties which were entailed by amalgamation.
Cr Rees endorsed the remarks by Cr Sheridan. Thirteen years ago the Town Clerk received £2OO and the present salary, £250, was altogether inadequate. The Town Clerk pointed out that in addition to his salary as Town Clerk he received from the Charitable Aid Board the sum of £SO. Cr Miller thought the question might be allowed to stand over until the whole question of salaries was reviewed. It was likely that engineer would be appointed at an early date. He thought the Town Clerk was at present underpaid. Cr Whinray agreed with Cr„ Miller that the matter should stand over. On the motion of Cr Sheridan it was agreed that it should be a recommendation to the Council to consider the question of the salary of the Town Clerk. The item of metalling provoked a lengthy discussion, the Mayor urging that the increased, area of the Borough made it necessary to have a larger supply of metal. Cr Whinray urged the necessity of procuring a road roller. Ha thought £IOOO should be taken from the vote for this purpose. Upon the score of economy it would pay the Council to procure a roadroller. Cr Sheridan agreed with Cr Whinray’s remarks, bud thought the bridges would not be strong enough to carry a roadroller. He thought the Council should procure their metal at a greatly reduced price. The County Council were charging the Borough Council too much. He suggested that a sub-committee should bo set up to consider the matter. Cr Colley endorsed the remarks of the previous speaker. There was too much handling in connection with tho metal, and this could to a great extent be overcome. Cr Miller proposed that a special committee, consisting of Crs Colley, SheridaD, Whinray, and the mover, be appointed to go fully into tho question and report at the next meeting. The motion was carried. Tho item of shingle was also referred to the committee appointed to consider the question of motal. In this connection it was stated that the Railway Department were unable to cope with the demands of the traffic owing to the shortage of trucks. To make matters worse, it was intended to ship a number of the trucks at present in use to the King Country. It was agreed to make a strong protest to the Kailway Department against any trucks being sent away. Cr Sheridan referred to the necessity of removing the trees from the main street. Although very beautiful during part of tho year, the trees were a groat drawback and subject to expoDse during the autumn and winter. Cr Whinray objected to the removal of the trees. Tho matter was referred to the Council for consideration. On the motion of Cr Bright provision was made in the estimates for bridges for a footway on Haiti bridge. Cr Colley pointed out that the chief drawback to the footway was tho wind. Cr Bright, in reply, stated that he win assured by the County Engineer that all difficulty in this matter oould be got over. The questions of lighting and watering the streets was dealt with at length, Cr Miller Baid it was absolutely necessary for provision to be made for another five lamps. They should deal with tho question in a businesslike mannor. Ho moved that the amount for lighting should be increased by £75. Cr Sheridan seconded the motion, which was carried unanimously.
Tho Itom JE27O to the inspector and manager of tho abattoirs provoked a longthy discussion. Tho Town Olork pointed out that tho Government paid tho inspector .£2OO, and tho borough paid him JG7O. Or Bright thought tho duties might bo carried out by tho head butohor, Tho itom was passed unchanged.
Or Bees said that ono sorious omission in tho oßtimatos was that no provision had boon made for a swimming bath. It was a disgrace to Gisborne that nothing had been done in this respect. Ho intended to move in tho matter later on.
