President Roosevelt, spoakiog at tho Merchants’ Olub lunchoon ot Chicago, declared that tho growth of tho nation and the growth of its commercial interests in tho Atlantic and tho Paoifio imposed tho neaossity of a big navy. Ho hoped their foreign policy would always bo conducted in a spirit of scrupulous regard for the rights of others, and of scrupulous oourtosy to others. But they must be prepared, so that thore would be no position whioh Americans might take in either bemisphoro which onoe taken they would bo unable to stand on.
