In moving the adoption I of the report the president said there had I not been energy enough shown in cheeking misconduct on and ofi tbe field. Cases bad occurred of misconduct in which he | had looked for disqualification, but some j unions seemed to deal with such matters with kid gloves. The annual report was I agceed to. A motion on behalf of Hawke’s I Bay to institute a black list, on which j unions would record the names of indivi* j duals guilty of an offence, such persons I not to be eligible for representative honors, I wbb negatived.
