Boer leaders admit that they are dissatisfied, but will accept tho Constitution, and partieipate in the elections. A Boer meeting at Heildeiberg adversely criticised the Constitution, regretting the many restrictions which implied distrust of the people. Inner Boer circles believe that if a protest is made when tho Liberal Government is in office responsible Government will be instantly conceded.
