Whatever doubts may bo entertained with regard to the present necessity for a practically, inexhaustible water supply, inure can scarcely, be any difference of opinion as to the absolute ‘necessity of chop-sing as your representatives men of business ability to. supervise and control" the expenditure of the large amount that will have to be paid out ‘during the I next few years,-and that intelligence energy, and ability should; be indispensable qualifications of successful candidates. 1 am deeply convinced that all excess in expenditure over actual necessitics is to be avoided, aud that siuch necessary expenditure of all borough revenue should be fairly and equitably distributed.. 1 have no desire, anil am under no obligation, to, stick to the groove .which certain of our Councillors have adopted to reject .ALL reform, neither am I inclined to agree with the-“new; blood ” reformers, who can recognise no ~meri tin those Councillors who have gilveu much, mental and physical labor Jo the sonvice of the borough ; in otufcr words, I fully recognise that the highly able services of some of our Councillors arc deserving of every recognition; but, with all duo deference, contend that certain portions of our borough have been overlooked in the. past, and now that the boundaries have been enlarged by the inclusion of Haiti and Whataupoko, it is all the more imperative that (there should bo no favored " corner,”- and that certain reforms in, and modification of, thorough administration are essential. •If elected, I shall take my stand between the two contending factions', neither agreeing with the ■“ standstill) policy, of those objecting to progress, nor with the reckless expenditure and -borrowing policy of the more rabid " new Wood 1 ” reformers. 'Further, if you do mo the honor of election, I shall earnestly endeavor to faithfully fulfil the duties of a usefu.l Councillor by standing uo for your rights, and, above all, shall endeavor to obtain for West End, What-aupoko, Haiti, and (Victoria, an equitable participation in benefits aeonuing from expenditure of Borough fun|ds, and on no account shall I- sacrifice principles to gain popularity^ lYoura faithfully, , 'JOHN SHERIDAN.
