I am deeply convinced that all excess in expenditure over actual necessities is to be avoided, and that swellnecessary expenditure of all borough revenue should be fairly and equitably distributed, 1 have no dosirc, an'd am under, no obligation, to stick to the groove which certain of our Councillors have adopted to reject 'ALL reform, neither ■am I inclined to agree' with the “new blood ” ~ reformers, who can recognise no in those Councillors who have giiven much mental and physical the service of the borough ; in outer words, X fully, recognise that the highly able services of some of o.ur Councillors are deserving of every recognition ; hut, with all duo deference, contend that certain portions of our borough have been overlooked in the past, and now that the boundaries have been enlarged by the inclusion of Kaiti and Whataupoko, it is all the more imperative that there should be no favored v corner,, l ’-’ and that certain reforms in, and modification of, ■borough administration are essential 1 . If elected, I shall take my stand between the two contending factions’, neither agreeing with the “ standstill jpolicy of those objecti-ag to progress, nor" with the reckless expenditure and borrowing policy of the more rabid new blood ” reformers.
