STRICTURES BY PREMIER. (Per Press Association.) ! Wellington, last night.'-. At tho oponing of tho Shannon School- 5 the Premier, speaking of the administra--tion by Education Boards, spoke of tbeincongruity of Parliament and the-colony *- having no control over Boards that wore expending half a million of money.. Thero were buildings all over tbe eolony in a deplorable state of disrepair, yet huge sums were voted by Parliament yoar by year, but somo Boards devoted tho money to- - other purposes. The whole system wanted,-ro-casting, and the matter was being cob 1 Bidered by Government. As for appointing: teachers, tbe wholo responsibility shouldbe in tho hands of tbo Boards, or greator' respect shown Committees than at presontr.
