DEBATE IN CAPE ASSEMBLY.

Merriman indignantly resisted the idea embodied Mr in O’Kelly’s motion fortho formation of an international commission to ameliorate the condition of native races. In view of the reports of ill-treatment in Australia, Nigeria, Congo Free State, South Africa, and various Portuguese possessions, Mr Merriman contended that to a self-governing colony it was intoler able to have international interference in a native policy which in the case of the Cape was most liberal and singularly successful, "> ■ 1 ■
