SYDNEY, March 7, Sailed, the Fifeshire for Auckland. - " At the Navigation Commission, Mr tirayaorij secretary, of the Steamship Owners’ Federation, was examined regarding the manner of the stokeholds. He said the Federation did nob believe the adoption of a statu, tory scale, either, as laid down in the 4* New Zealand Act or the fire grate area basis as provided in the Navigation Bill, It was not possible to define any particular scale by statu'te. It must be governed by the --- conditions existing on different ships. If there must he a definite system'he would say rollow the New Zealand "S manning scale.
