LONDON, Feb, 27, Commenting on the North Sea Commissioner’s report, the Daily Express says the equilibristic perlnahce is political, aud not judical. The Morning Pos t considers that no one desires to further accentuate the censure on Admiral Bozhjestvensky. The Daily, Telegraph believes the palliations will strengthen and. not diminish the signilicance of the finding.
The Daily Chronicle is of the opinion that England has been victorious on the facts, and Russia on the conclusioais.
The Daily Nows thinks compensation must follow. The precedent Will have a certain influence on the World’s history. The Daily Flail considers the tone of the report has the lull effect of condemnation of Russia.
Tlio Japanese press ridicule the finding as a conclusion without preruises, calculated to discredit international courts.
The Russian press amplify, the compliments and minimise the censures. The public are disappointed. I’hc American press are sarcastic at the determination ,to .whitewash Russia.. Admiral Davis, of the United States Navy, considers the report practically sustains all .the English case.
Le Temps, Paris, regards the report as wholly opportunist and perhaps fictitious.
The Republiquc Francaise says that England practically wins. Admiral Davis, the American Commissioner, supported Admiral 'Beaumont throughout the hearing. Admiral Fournier* oil France* displayed a conciliatory, attitude.
