There was great surprise anil keen disappointment in political circles, last night, whon Reuter’s Paris correspondent announced that the North Sea Commission had decided, not to discuss the presence or absence of Japanese torpcKloers in tlic vicinity of Dogger Bank when the Russians fired on the trawlers, and declared in their findings that Admiral Roshdestvensky might legitimately have believed tlio squadron, in danger, and hence .was entitled to act: as he did.
Several newspapers express the hope that such a summary, is inaccurate, inasmuch' as it suggests a .dogma, depriving neutrals engaged in (their. lawful occupations of all' rights of protection against belligerents.
