Almost the ontiro Rueeian press demands that General Stoessel, dofondor of Fort Arthur, be eoriously oourt-martialled. The General assorts that the responsibility for the surrender rests with the Czar, whn since October authorised tho surrender ot Fort Arthur whenever ho lilted, irrespective of the opinion of tho Council of War. The women of Moscow have petitioned tho Dowager Empress to urge the Czar to stop the war and lend tho way to political regeneration of the country. A powerful Russian force is massed west of HwaigeD. General Kuropatkin reports that Japanese and Chunehuses attacked a railway bridge 15 miles north of Cunshulin, and were repulsed. When Colonel Lenisky with u detachment of Russian frontier guards advanced his force was surrounded by six squadrons of Japanese cavalry, four companies of infantry, and 2000 Ohunohuscs. The Russians sustained heavy losses. They lost one gun, and retired on Cunshulin.

The Morning Post’s Shanghai correspondent reports that 1500 Russian infantry, wilh 64 gnns, and 600 Cossacks are near Sinminting, in nentral territory. They disregard the Chinese demand to withdraw. General Stoessel has been ordered to land at Theodosia and .entrain for St. Petersburg. Marshal Oyama reports the repulse of a small infantry attack.
