Mr Balfour, in his speech at Manchester, said he did not intend to rush the country, which was not called to decide the Colonial aspect of the fiscal question until two elections had passed. Let the Empire’s decision when it comes bo a decision whence no single part should ever be tempted to withdraw, and marking a further step in consolidation.
