In response to Russia’s attempt to array the Powers against China, Mr Hay solicits them to renew their adhesion to the American note on China’s administrative entity, urging tho use of influence to compel the bolligcroutß tj respect neutrality. China’s reply asserts tho correctness of tho Government’s attitude, despite individual lapses which may be excused by Russia’s wrong doing. Tho Japanese reply is expected to assort other breaches of neutrality besides China’s, and to claim full liberty of action if a suitable opportunity occurs.
