The Irrigation Committee exhaustively discussed (he Murray waters question, including the report of the legal committee, which, after dealing with the claims of various States, recommended that it was desirable to have the law so shaped in New South Wales that, whiUt no undue preference were given to upper or lower riparian proprietors, due encouragement should be given to settlement where water is available for irrigation. Practically the conference subsequently adopted the resolution that in any scheme of conservation of irrigation, provision should be made for safeguarding the interests of down-stream occupants, and even for the construction of works for maintenance of navigation, South Australia to share the cost with New South Wales and Viotoria.
