Tho Council of Ministers strongly opposed tho Czar’s desire to replace arbitrary Ministry rule by statute law. The censorship of tho provincial press has been increased. They are not permitted to publish the Czar’s decree, cabled on December 27th, but aro allowed to publish tho Government’s circular menacing the zemstvos if they exceed their powers. While General Trepoff, ex-Chief of Police, was escorting the Grand Duke Sergius to tho Moscow railway station, a student fired a revolver three times, hitting Trepoff once.
