London, Jan, 12. The Czar, thanking the Kaiser, said that General Stoessel had gallantly done his duty to the end as the head of a brave garrison.
The Mikado warmly appreciated tho kind wish to confer on General Nogi the highest distinction in the Prussian Army (the Order of Merit). Both messages acknowledged the Kaiser’s encomiums of the heroism of the respective forces at Port Arthur,
