The Paris editor of the New York Herald publisher a St, Petersburg rumor that the Kmoysuvaroff’struok a rook and sank, and states that a later telegram confirms the report. The Daily Express reports that tbe Imperial Council, the Czar presiding, decided to oontinue tbe war energetically, reinforcing General Knropatkin with 200,000 by the end oi February, and to recall the Baltic fleet.

The Andromeda has retured to Weihaiwei, the Japanese refusing to allow her to enter Port Arthur, on the ground that Russian mines were undiscovered. They also deolined all assistance, drugs and provisions.
It is expected that the wounded will be nursed at Port Arthur. Thousands of lives are likely to be saved when drugs and appliances are available. General Nogi is recruiting hordes of Chinese coolies in order to refortify Port Arthur, eliminating all the Russians’ weaknesses. Vast quantities of cement and timber have been accumulated at Yalu tor the purpose. The Czar oabled thanking General Stoessel and the brave defenders.
Mr Bennet Burleigh reports that tho Japanese believe Admiral Togo will encounter tbe Baltic fleet off Amoy.
