The Labor Commission ut Johannesburg reports: As regards agriculture, 27,700 native laborers working, or a shortage of 49,300 ; as regards mining, 68,000, or a shortage of 130,000 ; as regards railways, 15,000, or a shortage of 40,000. There is no adequate central South African sourco of supply. The commission considers that white labor is impracticable and impossible.
