Tho official helplessness at Pekiu is extreme, though tho idea of closer relations between China and Japan in order to check Russia is growing. Bombay, Nov. 17. Tho insolent refusal of the Thibetans to negotiate with Major Y'ouughusband’s mission, which has beon encamped for a month at Khambyong, has induced tho Indian Government to order the mission, with a strong armed escort, to advance to advance to Gyangtso, within 150 miles of Lhassa. This involves tho occupation of the Cbumbi Valley’, called the key of Thibet. The Prime Minister, Nopaul, warns Thibet to agreo to the British demands quickly. Buda Posth, Nov. 17. Hoironyme, Minister for Commerce, advocating tho maintenance of the Customs union of Hungary and Austria, declared that the law of modern political economy was forcing groups of Stats to draw closer. He was convinced that Mr Chamberlain’s ideas or closet Customs union between tho Motherland and the colonies would triumph.
