(Per Press Association.) Wellington, last m'ght. The work of constructing the Wellington electric tramway was begun to day, when tho Mayor, Mr Aitken, drove tho first pick into the roadway at the terminus of the express tramway route, a little below the Government railway station, Thorndon Quay; members of the City Council following suit with other pickaxes.

The new regulations for the examination | and classification of teachers is gazetted, No teacher shall be classified unless he has taught two years in a school inspected by an inspector of a Board or the Department, nor unless assigned at least two marks for practical skill in teaching. Candidates under sixteen arc debarred from examination. No certificate will be issued to candidates under eighteen. Certificates j , shall be of five classes. The regulations *** come into force on June next.

The total amount received in postal revenue during the quarter ending September 30th was £69,014, against £58,392 for the corresponding period of last-year. Stamps contributed £62,838, money order commission £4175, postal note commission' £1225. The telegraph revenue amounted to £40,733, against £39,449 in the corresponding quarter of 1902. For telegrams the sum of £37,350 was received, and for telephone exchanges £2489. The total post and telegraph revenue amounted to £109,747, against £97,841 in 1902.
