The Standard says there is no evidence to show that the Colonies collectively or individually desire commercial reciprocity. Protectionist Colonies exhibit no intention to lower tariffs. The abandonment of the established British system may bo unpopular with freetrado colonies. It is discouraging to find so little effort made to meet these difficulties.
