Tho Standard states that merchants in London and Manchester offered Morocco a loan of two millions. Tho Sultan thereupon expressed tho hopo that France wuuid not tighten her hold on Morocco. Lord Lansdowne, unwilling to accept responsibility for tho English loan, and wishing to assist France’s policy of pacific penetration of the country, is inviting France to join the Joun.
