FEAR EXPRESSED IN RUSSIA.

Pekin, Oct. 23

While English, Russian, aud American gunboats at Niuchaog were preparing winter quarters, telegrams from Tokio stopped the Japanese gunboats making similar preparations. The American Chinese treaty provides for residential concessions being granted to foreigners at Mukdon and Outunge. Prince Alexiefl', Russian Viceroy, insists that they wore granted only to Russians. St. Petersburg, Oct. 23.

Iven, a local journal, is alarmed for the Russian position m the Far East owing to Britain and the United States backing Japan. Though the Russian fleet is superior, Japan's preparations for concentration of the Australian, Indian, and China squadrons constitutes a threat to Russia, besides disturbing the balance of power in the Far East. Even if Russia defeated Japan, these squadrons would all surround the Russian fleet, reducing themto inuction, or compelling them to accept battle and be at a disadvantage before the French fleet were available, even if Britain allowed it to pass tho canal.
