THE LICENSING BILL.

PROTEST FROM PROHIBITION MEMBERS. THE PREMIER’S CHARACTERISTIC REPLY. MEASURE WOULD NOT SUIT EXTREMISTS. (Per Press Association.) Wellington, last night.

When the House met at 7.30 this evening the debate on the second reading of the Public Loans Renewal Bill was interrupted by Governor’s message introducing the Licensing Act Amendment Bill. Messrs Ell, Taylor, and Bedford immediately protested against a Bill of such an important character being brought down at the fag end of the session. Mr Taylor said the country did not want a comprehensive licensing measure. All that was wanted was an amendment to tho law to prevent tho recurrence of the Bruce and Newtown cases. Mr Seddon said the Bill would not please the extremists of either side, but would be satisfactory to tho moderates. When the Bill was thoroughly studied it would be found to be a good Bill. The Bill passed its first reading shortly before midnight, the second reading being set down for the next sitting day.
