Sir Nicholas O’Connor, British Ambassador in Turkey, recently made urgent representations to the Porte with reference to the inexcusable excesses on the Turkish side, although Lord Lunsdowne admitted that the insurgents bad been guilty of serious outrages. Reuter states that Bulgaria and Turkey have agreed to disband 10,000 and 20,000 troops respectively. Received 1.10 a.m,, Oot. 21. Constantinople, Oot. 20. The Sultan refuses to receive the join Austro-Russian note.
The Macedonian insurgent leaders are equally dissatisfied with the echeme of control proposed by the note. This contingency was unforeseen, and the Powers are puzzled.
