London, Oct. 15. The newspapers welcome even the limited Franco British arbitration treaty as a great step, and comment on the happy coincidence of its signature and Kins Emanuel’s visit to Paris. Paris, Oct. 15. Parisian newspapers applaud the arbitration agreement as a first step toward the adjustment of all difficulties with Great Britain.
