Tho Chiueso taotai ou roturmng to Niuchwang to arrange tho assumption of authority on promised Russian evacuation was ordered away by tho Russians. Tho Administrator General in command of Niuchwang has boon absent iu Russia, and not expecting to return rented his house for the winter. He will now return with bis family. Officials openly declare that Russian occupation of Manchuria is per manent,

The Daily Mail states that tho admirals in command of tho China, Australian, and Bast Indian squadrons aro in conference at Singapore on the question of naval concentration and strategy in tho Bar East. Such conferences will tako place annually in future. Tho situation in tho Far East is regarded at Berlin as critical.

Tho Admirnlty transport Mercedes was ordered on from Houg Kong to Waiheiwai with her cargo of coal. Tho steamor Omba loads bore next week for Hong Kong.
