It provides that ail powers vested (in the Secretary of State inregard to the surrender of fugitives, criminals, and on the State authorities, may be exercised by, the Gov-ernor-General. The Herald, dealing with the London Times correspondent’s Budget message, says : Our leading article definitely charged the Treasurer with making no provision for the accumulated deficit, and we now say, to, all intents and purposes lie has thrown the deficit into the public debt. tors at Home by making promises which can never be fulfilled, or passionately calling on heaven to witness that comment based on stubborn facts is deliberate untruth. The revenue of the quarter increased £109,000 over the previous September quarter, and the expenditure increased £271,000.
In the Council the Attorney-Gene-ral introduced a Bill to amend the '.Conspiracy and Industrial Arbitration Act. The Bill is practically an outcome of the famous Taff Vale decision. It provdes that eombinaiti'on in respect to industrial disputes shall not he illegal merely, because it is a combination for the purpose of ameliorating tne conditions of employment, or because it seeks those pb.jects by a refusal of work for or with any person by any means which may lawfully be used by any combination of traders in pursuit of gain, or any other lawful means. Nothing, however, shall make it lawful for any co'hvbination, or any of its members which has for its object the breaking or inducing others to break contracts, and no trade union or industrial union, or association of employers, shall be liable for any suit or action, nor shall their funds he in any way chargeable in respect of anything done, spoken, or written during, or in connection with an industrial dispute, by any agent, if'it is proved that the agent has 'acted without instructions, or without the knowledge of the union or association. Count Vaydevaya sailed for New Zealand on Wednesday, cn route to Europe. The Attorney-General has introduced a Bill into the Council to expedite and cheapen the trial of commercial causes.
