Tho Times’ Paris correspondent says that tho prospect of Austria and Russia proposing to enforce execution of reforms organised under European control explains tho Sultan’s overtures for a direct understanding with Bulgaria.

Turkish troops have been withdrawn from throe points on tho Bulgarian frontier. This is taken as a sign of tho Sultan’s pacific intontions. Orders to stop military movements have been sent to Salonika.
