HALSBURY’S DENIAL. IMPORTANT RESIGNATIONS. UNABATED CONFIDENCE IN MR CHAMBERLAIN. By Telegraph—Press Association—Copyright Received 10.58 p.m., Sept. 21. London, Sept. 21. Lord Halsbury denies resigning. It is officially reported that Lord Balfour of Burleigh and Mr Arthur Elliott havo resigned. Mr Chamberlain is receiving assurances of unabated confidence from all parts of tho Kingdom. A committoe of Anglo-Colonials has been formed to support Mr Chamberlain in connection with tho Tariff Reform League. The Frectrade Union has issued a manifesto declaring that Mr Balfour’s rejection of preference is based not on the ground of principle, but of electoral expediency. Retaliation was bound to lead to clamor for all-round protection. A conference of co-operative sooiotios and trade unionists of the Midland, representing 840,000, held in Birmingham, passed a resolution adverse to Mr Chamberlain.
LORD MILNER LIKELY TO SUCCEED MR CHAMBERLAIN.

The appointment W'ould bo particularly gratifying to colonial opinion, and a pledge that Mr Chamberlain’s tradition would be proserved intact, and a proof that tho nation had rison to a true inception of the place the colonies filled in the imperial fabric. Wo would bo giving tho colonies a man they know and recognise to be our best. Lord Milner agrees with fiscal retaliation and preference of trade. Tho Times confirms the report that Mr: Forster replacos Mr Brodrick, and Mr Austin Chamberlain Mr Ritchie.
