The source of the supp'y is a catchment area depending on the rainiali only.
2. The ground not having been properly tested, were is every reason to believe it will not hold water. 3. No provision is made for supp'ying water for industries, which if provided for, would ease the burden of Ratepayers, as shown by the Gisborne Freezing Works offering £6OO a year for 100,000 gallons per day. 4. The whole of the Borough is being rated to Bupply part only. 5. The Council are asking for an amount considerably under the Engineer’s amended estimate. 6. That if the Engineer’s schemes are to be carried out, a further loan must necessarily be asked for. 7. Of the several drainage schemes suggested none has yet been decided upon by the Council. 8. The oost of the present schemes are unnecessarily great. 9. That the total rates of the Borough will be about 5s 441 in the £ upon the annual value, or MORE THAN ONEFOURTH. of the annual rental inoome of the same, made up as follows : Harbor Bate .. •, Is Od Borough General Rate .. By f.hc present Loan proposals the Council can, in their discretion, give up to S per cent, interest on the Loan, and cau adopt any size water main they like, and upon this the efficiency of the scheme for fire preventiqn purposes solely depends. 11. These schemes are not intended to be extended to the suburbs. We agree that Water and Drainage are necessary, but we wish to see reliable schemes adopted. From the foregoing, we think it will be apparent to every Burgess that it is'to his or her interest, in self-protection and for the true nrogress of this town, to make it a duty to attend the Poll and Vote AGAINST the proposals, so that some more reliable and beneficial sohemes can be obtained,
