PARLIAMENTARY.
LEGISLATIVE COUNCIL. Per Press Association WELLINGTON, last night. Tho Council mot at 2.30. Tho City Smglo Electorates Bill was read the second time by 26 to 5.
HOUSE OF REPRESENTATIVES. The House met at,2.30. Mr Seddon moved that in future the half hour suppor adjournment be taken at 9.20 instead of 10 p.m. as at present. After considerable discussion this was carried by 42 to 24. Mr Seddon moved that for the remainder of the session the House meet at 7.30 on Mondays. This was agreed to on the voices. In the course of tho discussions Mr Seddon said the Banking Bill was ready, and would be brought down at tho proper time. Ho was not going to stop the whole business of the country to go on with that Bill. He should have announced that the Australasian Squadron Bill would be brought down in a few days. At 4.15 the Houso went into Committtee of tho whole for consideration of tho report of the Standing Orders Committee. Mr Seddon intimated that he did not proposo to proceed with the new Standing Order, which provided for tho “ closure.” The Houso resumed at 7.30. The whole evening was spent in discussing the proposed alteration in tho Standing Orders. After nearly three hours discussion, the hour aftor which no new business can bo taKen was altered from midnight to 12.30 a.m. Before this was arrived at several amendments were proposed. Very close divisions in a full Houso resulted. The hour of 12,30 was decided on by 35 to 34.
