In connection with Russia’s proposal to postpone the ovacuation of Kirin aud Heluugkiang Provinces in Manchuria, Russia asks to be allowed to maintain military ports along the Sungari River and oetween Isioschar and Blagoviestckensk, aud also proposes to insert a clause in the agreement prohibiting heavy duties on goods transported by railway. This is coustrued as intended to exempt Russian goods sent by railway from surtax, which replaces likiu duty. Prince Citing informed tho Powers that ho considers Russia’s conditions reasonable. Received 10.34 p,m., Sept. 14 Pekin, Sept. 14. Japan has protested against the dolays over the evacuation of Manchuria. SCAPE COLONY ELECTION. Capetown, Sept. 14. In connection with the general elections at Cape Colony the Progressive party's programme includes the maintenance of tho Customs Union, reduction in the cost of necessaries of life, taxation of all sources of wealth, adequate compensation to loyalists, consolidation of dofence forces and extension of industrial education to natives.

OSNDON, Sept. 11. iTlie Times Pekin correspondent says that original satisfaction was due to ignorance of the real significance or the conditions, hut Giving having been shown on the map their true meaning, recognises that China has been befooled. The conditions are considered to have been purposely made impos'sible of acceptance in order to justify Russia’s continued occupation of Manchuria. Judge He.ydon delivered judginont in connection with an exhaustive enquiry under the Coal Minos Regulation Act into the competency of Mr Rogers, manager of the Mount Koinbla mine, against whom a case had been stated as tho result of the Royal Commission on tho Ilembla colliery disaster in July last year. Judge Heydon recommended that Rogers’ certificate be suspended for twelve months, and that ho pay half tho costs of tho onquiry. A meeting of northorn colliery proprietors decided from January Ist next that the selling price of best screened coal bo reduced from 11s to 10s with a proportionate reduction in the hewing rate.
