RUSSIA’S SCHEMES.

The Times’ Pekin correspondent states that Russia, in a note, has undertaken that China shall resumo the administration rights in Manchuria on condition that she does not cedo any part o£ the provinces to another Power, and grants no concession to Great Britain, unless a similar concession is made to Russia. The correspondent adds that Russia surrenders no material advantage. She hopes to pacify Japan while retaining absolute military control of Manchuria.
