Melbourne, Aug. 19. A petition from the Federated Seamen’s Union has been presented to tho Bouse, asking for the inclusion in the Arbitration Bill of a clause affording relief from the present intolerable competition oversea by foreign vessels carrying crews being engaged at cut-throat rateß. The Victorian Employers’ Federation adopted a resolution condemning the Arbitration Bill as a violation of the constitution, and asked that it bo referred to a Select Committee. It was also decided to ask Sir Malcolm MacEachorn to retire as the result of his attitude on the Arbitration Bill.
