A Russian squadron, in charge of Admiral Virtenus, is . leaving Kronstadt to join Admiral Stokelberg’s squadron at Port Arthur. LONDON, Aug. 18. The Times states that negotiations for opening Wiju to foreign trade have been suspended owing to M. Pauloff’s opposition. PEKIN, Aug. 18.
At a conference of Russian officials at Port Arthur, it was considered that Korea was destined to be the field where would be decided the contest for supremacy between Russia and Japan in the Far East. Russia’s action in obtaining a foot hold on the Yalu and Talen rivers was based upon a grant o£ forest rights at the time when the Emperor of Korea was sheltered in tho Russian Legation in 1896 to a Russian merchant, who immediately transferred the rights to tho Russian authorities.
